The Provincial Reconnaissance Units were a primary action arm of the
Pheonix/Phung Hoang program.  Though one of many elements to take part
in the program (including the RF, PF, NPFF, and others), they were the
only local entity completely supplied and salaried by the US Embassy.
PRU members were found to have largely been a mix of South Vietnamese
civilians, government personnel, Viet Cong and PAVN defectors, and even criminals.
