EXODORIUM
We, Free Nations, Empires, States, Commonwealths, Hedgemonies, and Beings, hereby do come together in attempts to grant unto the universe Peace, Prosperity, Safety, Security, and Freedom. Our great goal is to establish an universal agreement of respect toward all things, to allow free trade between all states and peoples, to protect all who need our protection from the subversive acts of slavery, persecution, and oppression, and to raise the universal standard for existence, with the least violence possible. In our workings to enact this great machination of comfort unto the worlds, we do hereby reform and re-codify FŒDUS IMPERORUM, the LEAGUE OF EMPIRES.


CAPUT I - MEMBERSHIP
1) Initial Membership All nations who agree to this new charter and accept it in its ratification as their own are automatically member of the LEAGUE OF EMPIRES.
2) Restrictions All nations who are members of the LEAGUE OF EMPIRES agree to obey its edicts, and risk facing any and all possible ramifications of their actions from the League if they choose to disobey said edicts (Caput III).
3) Conditons Any nation wishing to join the LEAGUE OF EMPIRES must agree to subscribe to its principles and submit to the League the following information:

  • Name of the nation desiring admittance.
  • Current leader of said nation.
  • Current form of government of said nation (elaborate details are not necessary but are appreciated).
  • Current major principles, ethical values, or moral tendency of said nation.
  • Reason for desiring admittance to the LEAGUE OF EMPIRES
All active members of the LEAGUE OF EMPIRES will then vote for acceptance of said applicant, choosing whether to accept, deny, or abstain from allowing entrance. If the applicant is accepted by than half the active (Caput IV) members of the LEAGUE OF EMPIRES, then they will be admitted. In the event of a stalled (tied) vote, the Council of Three (Caput II,2) may decide whether to admit said applicant or not. All nations who have not voted within two weeks of the beginning of the vote are considered to have abstained from the vote.
4) Resignation or Termination of Membership
  • Any member of the LEAGUE OF EMPIRES may choose to resign at any time, and shall then no longer have access to any information or privileges granted only to members of the LEAGUE OF EMPIRES.
  • Membership to any nations may have their membership terminated, with the above mentioned penalties at any time by a vote of all nations, exempting the nation voted upon, where no less than two thirds of the whole of active members who vote within two weeks of the start of the vote decide that said nation should be removed from the League (Caput IV).


CAPUT II - ADMINISTRATION & ORGANIZATIONS
1) The Grand Senate: The primary decision making body of the LEAGUE OF EMPIRES is the Grand Senate, which contains all members of the LEAGUE OF EMPIRES exempting. All decisions made officially by the LEAGUE OF EMPIRES shall be ratified by an accepting vote of greater than half of the Grand Senate, unless otherwise stated within this document, or any revision of it for any situation.
All voting shall be held as follows, with the above mentioned suggestions, as well as the votes for any instance not yet officially ruled upon within this document:

  1. All ideas upon will be presented to Grand Senate, either as a whole item, or individually, each receiving separate votes.
  2. All members then have the right to propose amendments or suggestions to said item.
  3. After the item has been fully discussed, or upon the demand of any member of the Council of Three (Caput II,2) the vote shall be held, and a period of a fortnight shall be allowed for it, less if circumstances are pressing, to a minimum of five days, as determined by the Council of Three. A vote is considered to be instantly over once all active members of the Grand Senate have voted upon it, whether the time limit has elapsed or not. As mentioned above, a vote of a minimum of one nation greater than half the member of the Grand Senate is necessary to ratify an item. In the event of a stalled vote, the Council of Three will vote, and their decision determines the outcome of the vote.
The Council of Three The Council of Three shall serve as the executive division of the LEAGUE OF EMPIRES.
  • Selection: The Council of Three's members will be elected once after the ratification of this document, and they will remain members until they resign, or are voted out of office by a three fifths or greater majority vote of the active Grand Senate, upon which they may not exercise veto, or alter the time constraint of seven days. One vote shall be held for each member of the Council, whether to put in office, or remove from it. After the removal/resignation of any member, a universal vote shall be conducted immediately with a seven day time constraint to determine the replacement member, and no member of the current Council of Three may exercise veto upon this vote. In the event of a stall, the vote shall be redone.
  • Powers:
    1. Veto: Any decision, exempting those elsewhere mentioned within this document, of the Grand Senate may be vetoed and thereby nullified by any two members of the Council of Three. A two-thirds majority vote of the active Grand Senate is necessary within seven days to override this veto.
    2. Executive Action: By decision of any two members of the Council of Three, any immediately necessary action may be done, exempting a Declaration of War (Caput V). An Executive Action may be overridden by a majority vote from the Grand Senate within seven days.
    3. Temporal Alterment: The time period required to participate in any vote may be shortened by the majority of the Council of Three to a minimum of five days.


CAPUT III - INTERNAL AFFAIRS & LAWS
1) All edicts governing the internal affairs of FŒDUS IMPERORUM will be created by a normal vote of the Grand Senate, as described in Caput II.
2) All future regulation of the LEAGUE OF EMPIRES will be primarily composed of these edicts, while the greatest rules and crimes shall be a portion of this document, as are mentioned below.

  1. Treason: Any empire that is considered to have committed acts of treason against FŒDUS IMPERORUM, by vote of the full active LEAGUE OF EMPIRES, exempting the accused nation, will be immediately removed from the League, and officially considered a threat. The offending nation may not again rejoin the LEAGUE OF EMPIRES.
  2. Any member who attacks any other member of the LEAGUE OF EMPIRES is considered to have committed an act of treason, as handled above.
  3. The Grand Senate has the power, to, through an ordinary vote, dispense power to smaller sub-councils, which each may function within the boundaries set for them, but may not hold the power to declare war. The Grand Senate also may vote to sub-divide the League in to divisions, each of which can be considered a sub-council, but only has the powers assigned to it by the Grand Senate as it only functions as a part of the whole. A sub-council with granted powers may consist of as few as one empires, to a maximum of one less than one half the league. Nations may be within multiple sub-councils.


CAPUT IV - ACTIVITY STATUS
1) In any vote, only nations that are active may vote. All inactive empires are not counted in determining a vote. Any member of the LEAGUE OF EMPIRES may change their activity status at any time.
2) On the first day of every month, an email will be sent to all members of the LEAGUE OF EMPIRES. All who do not respond are automatically considered inactive until they begin activity again.
3) Any nation who remains inactive without response for more than two months is automatically downgraded to the status of Ally of the LEAGUE OF EMPIRES, and must apply again for full membership if it wishes to have its status restored.


CAPUT V - EXTERNAL AFFAIRS
1) External affairs of FŒDUS IMPERORUM may be delegated to ambassador nations, but all final decisions regarding treaties and wars will be held by the vote of the Grand Senate. A majority vote of the Grand Senate in the normal fashion (Caput II) is necessary to set any policy or treaty between the LEAGUE OF EMPIRES and any other nation or alliance. A vote of two thirds is necessary to declare any war. A vote of three fourths is necessary to overrule any veto of war declaration.
2) In any situation where the LEAGUE OF EMPIRES enters conflict, be it by choice, attack, or betrayal, all nations need not enter the combat, but the members of the League must support the League.
3) The LEAGUE OF EMPIRES will not unnecessarily interfere in the affairs of any nation. By only acting when it will produce a gain, and minimal loss, may the whole of the universe slowly improve and grow together.


CAPUT VI - ALLIES & QUASI-MEMBERS
1) A nation may become an official Ally, or Quasi-Member, of FŒDUS IMPERORUM by the same means as they would a member (Caput I) but they do not take the limitations of membership. They are limited as follows.

  1. An Ally may not act hostilely toward any member of the LEAGUE OF EMPIRES, nor toward any other ally of the LEAGUE OF EMPIRES, or they immediately forfeit the status of Ally.
  2. An Ally is not bound to follow the policy of the LEAGUE OF EMPIRES, but failure to follow the policies and tenets of the League of Empire may result in the revocation of the status of Ally, by a majority vote of the Grand Senate.
  3. An Ally of the LEAGUE OF EMPIRES may join in discussions and events limited to full members of the LEAGUE OF EMPIRES, but they may not cast any vote, and are not considered to be members of the Grand Senate.
  4. No Ally of the LEAGUE OF EMPIRES may be forced to join any attack of the LEAGUE OF EMPIRES that does not involve them directly. Neither may the LEAGUE OF EMPIRES, or any of its members, exempting outside treaties, be forced to aid any Ally of the LEAGUE OF EMPIRES in their attacks. Allies of the LEAGUE OF EMPIRES must however join the League in its defense, though their territory will not be at stake. By similar convent, the LEAGUE OF EMPIRES will assist its Allies in their defense.
2) The LEAGUE OF EMPIRES will not unnecessarily interfere in the affairs of its allies, as will it not interfere unnecessarily in the affairs of its members.
3) Neither the LEAUGE OF EMIPRES, nor its allies, should act in any way that might harm either in any manner.


CAPUT VII - TREATMENT OF ADVERSARIES
1) FŒDUS IMPERORUM will treat all adversaries with respect, regardless of their actions. They shall be remembered with honor for all the good that came of their acts, regardless of the evil, yet no truth shall remain unrecorded. The past is good and bad, and must be recorded as such. Those who threaten the security of the LEAGUE OF EMPIRES, its allies, and the universe itself, adversaries for lack of a better word existing, do deeds with both good and bad results. Neither side shall be forgotten, nor unconsidered.
2) All planets, ships, and citizens will be captured rather than killed when feasible. All captured military members will be either put to trial and punished (with guilt as per vote of the Grand Senate, after thorough investigation) with the Council of Three deciding upon a suitable punishment, if the party is found guilty, or have their fate otherwise determined by any policy or convention agreed upon. Captured planets will be disarmed, and allowed to vote whether to re-join their previous government, or create their own, unless circumstances require other action, which may be voted upon. If necessary, planets may be held accountable for their actions, and put on trial.
3) There will be no torturing of captured adversaries. By respecting those who hate us, and treating them fairly, perhaps they may seek to join us.


CAPUT VII - TRIAL PROCEDURE
1) Trials shall be held before the Grand Senate, who will judge as to the guilt of innocence of the accused, who is assumed to be innocent. Both the accuser (prosecution) and accused (defense) may state their stories as to the guilt or innocence or the accused before the trial begins. First, the prosecution will call forth its evidence against the accused, which may be questioned, and all witnesses. The defense has the right to question any and all witnesses. The defense then may call forth its evidence, and in the same manner be questioned as well by the prosecution. Then the Grand Senate will make its decision, having but one week to vote, and if the accused has been proven guilty, the Council of Three will choose the accused's punishment.
2) Neither the prosecution nor the defense may lead witnesses, or attempt to taint evidence.
3) All nations attempting to affect the outcome of a trial by bribery, deceit, deception, or any similar methods, or any who lie while presenting evidence, may also fall under trial.
4) The LEAGUE OF EMPIRES may grant pardon to any being or nation, requiring a majority vote of the entire active League to grant pardon for any deed or crime, as defined by the pardon, or unlimited, but not including anything that has not yet occurred. All who have been pardoned may not be put on trial.


CAPUT VIII - AMENDMENTS
1) Amendments, or changes, to this document may be made by the LEAGUE OF EMPIRES by the following procedure. First the revision or addition must be agreed on by two nations, who sponsor it. Then, the entirety of the active LEAGUE OF EMPIRES votes as to the acceptance of the amendment. If the amendment is accepted by a four-fifths majority vote, then it will now be considered to be a portion of this document.


AMENDMENTS
[ I: Treason Pardons ] All pardoned nations who have committed treason may rejoin the LEAGUE OF EMPIRES.
[ II: Internal Wars ] All members of the LEAGUE OF EMPIRES who war between each other will not be considered traitors, but instead suspended until their behavior warrents their re-instatement. They will lose all privledges as members while suspended.
[ III: ReVote Control ] All members, once a petition enters the vote, cannot change thier vote after they have voted, but they may call for a revote should enough desire it.
