The ITO 96 (SA-11) Battery has a command unit (9S470 M1) that is in command of the battery's combat and use of fire. The command unit gets target data from 2 sources, the target radar (9S18 M1, a 3D radar that has horizontal range of 160km and vertical range of 40km), and the air-defence command system (national real-time air space data updated by all individual AA units plus observers). The command unit has under it 3 missile platoons, each consisting of 9A310 M1 -missile launcher vehicle and a 9A39 M1 -reload vehicle. Both vehicles have 4 missiles ready to fire and the reload vehicle can also be used as a launcher under command of the platoon's missile launcher vehicle. When in contact with the command unit, the missile launchers can track targets 100km away.*

Each unit of the battery is armoured and tracked providing the whole battery excellent mobility.*

The battery is deployed so, that each platoon is some 500m-5km away from each other (the 2 vehicles some 100-500m apart) to provide protection against enemy activity. The radar is some 500m-10km away from the command unit in a favourable terrain for using the radar. The platoons are in contact with each other using either radio, cable, or the national/field-telephone network. The unit deployment area consists of numerous cover positions, from 1 to 3 fire-, radar-, and command-positions, and a resupply/repair location, each prepared so that the unit can fight from any position. Usually the unit is deployed, around the target they are protecting, in a triangle- or box shape. If the platoons lose contact with the command unit they can continue on their own, though losing the more precise target data.*
