Finnish Air Forces were stuck with soon obsolete equipment after WW2 (mainly Bf-109). The problem was that neither the Soviets or NATO -countries wanted to sell Finns any modern jet figters. Also there were big trouble getting enough money to buy airplanes. So the quality of fighters sold to Finland was mediocre at first and number of fighters remained low.*
*
The fighters in the airforce have been interceptors since WW2 and new bombers were not bought after the JU-88 and Blenheim bombers were removed from use (The 4 Il-28s bought were used to tow AA targets and recon flights). This meant that the fighters were used only to fight enemy fighters and bombers and not for close air support. This lack of air support was compensated with the big numbers of artillery available in the army.*

The fighters also have had no air to ground weapons available in numbers untill the upgrading of the F-18 Hornets and acquiring AG weapons to them somewhere around and after 2010.*
