Horloge of Primordius/Timeless Bauble

If I find the Horloge of Primordius on my own it'll tell me the location of the Dread lord of the dark traverse and start that whole thing with the Sword of Damocles on a nearby star. However, if I ask the Timeless Bauble for the Horloge of Primordius it'll usually give it to me, but in that case the HoP doesn't tell me the location of anything. It's basically useless. I've tried this around a dozen times with the same results.

Is this a bug or am I missing something. If it's a bug please fix it.

Is it because the Dread lord doesn't exist in all games, so having the Horologe won't help in that case?
