12 civilizations but only 10 campaigns
 
There are 12 civilizations in the game (and you can play any of the 12 in Survival mode), but there are only 10 historical campaigns. I'm curiously wondering why 2 of them haven't got their campaigns.

Those two factions were not important enough historically to have a campaign. The Ebla never came close to conquering anyone (and were themselves quickly eliminated), while the Nomads were also pretty insignificant (in the Bronze age). Also, those two factions are not as unique as the other 10...so we thought that playing as them would not be as interesting. However, we did allow them in the Survival mode, just because we later found out that people wanted to play as them.

Thanks for the answer.

I've just taken a look at the "./data" folder, and I see that there are actually 11 of those "cam#?.b" files. Do you mind elaborating that a bit? :)

It's interesting that you notice that. The 11th file just has data used in the Campaign map for the Late Bronze age. It is not a campaign file that is used for an actual faction. It does have an 'n', which I can see might be suggestive of a Nomad campaign. However, the 'n' stands for Normal distribution of civilizations. This file helps determine who is where on the campaign map.
