Can't Take Land with Air-Transported Troops

It appears that in order to take possession of land, you have to move troops into the land via ship or nearby land. If you land troops via air transport, you do not get control of the region. Is that intentional?

Yeah, it seems only beach assaults with transports are possible, you can't conquer land with Air Transports (Although that also should be possible).

It worked for me: just unload the troops from the air transport. But if enemy units are present you have to survive the combat first!
