A little question :D

Can anyone tell me how can I change the maximum points (points that I use for traits and extra abilities) for an empire ? pls help me

For a new game or to edit an empire, start a new game and then go to Player settings and change racial points for new players. This will be the maximum points for players in a new game, or if you want to edit an existing empire, load the empire file and you can now add new traits.
