Win 11 update problem

In the past week I begrudgingly upgraded to Win11 and have noticed a big problem with the last update Windows gave me. I've had the shortcut for WinSPWW2 forever and it worked fine to start a game. Now since the update was installed (and now rolled back) it simply blinks the screen, and Win11 shows me my resolution settings in the top left corner and nothing else happens.
I've tried
#1) Changed to every resolution listed in the game options screen, including Full Screen with no luck or starting screen appearing.
#2) I looked at the video card settings (GTX1660 - an ancient video card I know, but latest drivers installed and working) and tried lowering my resolution settings there and still no luck - minor video glitching on some other games with lowered resolution too.
#3) Went to windows troubleshooter and of course it didn't help, just tried to get me to send the file to Microsoft.
#4) Went back and tried to read up here if anyone else had a problem like this. Some are similar, the advice is not giving me a fix.

Hope somebody reads this and will help me out. If I ever get this game working again there is one other question for a campaign game The Preferences screen has the ability to adjust the experience and hitting levels of sides - does anyone know where/what the countries settings are supposed to be for different years of the war or does the game adjust it for me in the campaign?

Thanks!!!

I’m not familiar with Windows 11 so I can only offer some basic advice: Is your game located anywhere in C:\Program Files? If it is it should be moved somewhere else. Have you tried using both the DirectX and GDI graphics options while in the Game Options menu? Have you tried a complete uninstall and reinstall of the game?

As for your question regarding experience and hitting levels, when experience is set to ON, the game will use the default experience level for whatever particular faction you have selected for the particular time the battle takes place. For example selecting USA in November 1942 gives an experience level of 65, while in May of 1945 it will be 70. This can be seen directly under the amount of points you have for on the force selection screen. When training is set to OFF the default number for experience will always be what you have entered in the preferences level. The exact amount any individual unit has will vary by a few points above or below the number shown on the force selection screen. So if you fought a battle as the USA in November of 1942, expect to see both units above and below 65. When experience is set to ON during a campaign and the campaign passes into a month where the default experience has increased or decreased, then any new units you purchase will use the new default experience level.

To summarize, when experience is set to ON the value will automatically adjust when it is supposed to, when it is set to OFF it will never adjust and only use what you have it set to under the preferences menu. Everything said above about experience also applies to morale values.

The default level for hitting on the other hand is 100% for every faction for every point in time. It will only change if a player changes the number.

I always wondered how that worked. My computer broke down a few years ago, so I never had the chance to use it, and to this day I haven't replaced it yet. Looking forward to playing again (someday).

Moore4807, you should try that. It solves most people's problems, as Windows 11 has gotten good reviews from many players, and starting from scratch should solve just about any problem you may have with the game. Though, you should write down any settings you made from the title page and preferences screen before you reload the game, because the reload will overwrite these with new default settings.

Over the years, I heard of a lot of complaints from players about their game not working anymore with Windows 11 if the game is located in the Program Files, but if they do a reload making sure its not loaded into the Program Files directory, the game works just fine.
