Dunno if you got this one: the AI actually builds fast numbers of freighter style ships fullstop. Not just remote miners - mine layers, repair ships, troop ships, supply ships. It is hardly uncommon...

Nitpick: AIs seem to use rather a lot of support and resupply ships now, larger fleets have as many freighters as combat ships.

In my version 1.06 game, I've noticed that:

a) AI empires are only putting version 1 of their weapon choice on their ships. The Eee have level 1 meason blasters and cap ship missiles, everyone...

I haven't had a chance to play a great deal, but it seems that the AI is now relatively competitive in terms of ship numbers, resources &c, but it still doesn't make effective use of it's ships.

And the AI does indeed propose new treaties, though it just proposes a whole new treaty rather than use the ammend treaty option, but I guess that's not a big deal.

AIs shouldn't be at war with everyone, but there should be some that just plain decide they feel like having some more territory one day, then attack one of their neighbours without provokation.
