No need to create units or formations. Just cut 'n paste from the various SPWW2 and SPMBT national OOBs into one of the R&D ones, so you don't need to mess with or overlay the national OOBs.

If someone else is as masochistic (or probably more) as I am they could take on the task of dealing with the US Army.
At a guess I've put 2-3000 hours into the USMC OOB.
