Another negative core points problem.

I've been mass deleting/rebuying units several times in a long campaign. After the last mission I went to the core repair screen and had ~9000 repair points...

It was, it ran fine on my machine unless I attached the wrong file. I don't have the original anymore. I'll try re-downloading my original.

What's odd is that even when every APC on the screen is dead, you still get the "infantry unit X loading into APC Y" messages.

My uneducated opinion is that this is the SPMBT equivalent of a pathfinding traffic jam in real time strategy games. I don't know if my save will replicate the problem on your machine. I'm running CD...
