I recently had to reinstall Win98se. When I reinstalled Space HoRSE, it was dumping to desktop after launch.
Poking around a bit, I discovered that at some point I had turned hardware acceleration...

Try rebooting your system before starting the game. I don't have Space HoRSE, but I have a couple other games that only run properly if they're the first thing run after a restart.
