Would an overall fleet setting (e.g. not able to set different levels for battles at different bases) for CAP preference work? Sort of a "Fleet Fighter Doctrine" setting.

bgordon, are you asking for PBEM games or non-PBEM?

In non-PBEM games, your fighters are divided up into three squadrons (if there are enough planes anyway) which you can shift back and forth...
