That would be Aggressiveness & Defensiveness at 125% and a Berzerker Culture, which adds another +10 to attack and defense. This gives a +35 to attack and defense.
If you are unsure, in your next game, ask your opponent if they want to use exactly the same empire file. Tesco agreed to this early in my Koth career, which helped my empire setup experiance. Thanks Tesco.
