It means "All your base are belong to us"!

Seriously though, it's from a Sega Genesis game called "Zero Wing", and I guess it means something like "We have taken over all of your bases". The whole dialogue goes something like this:

Officer: Sir! We receive message!
Captain: Main screen on!
CATS (the mysterious evil cyborg guy; no idea where his name comes from): Good morning gentlemen. How are you today. All your base are belong to us.
Captain: What you say!
CATS: You have no chance to survive make your time.
Officer: They have set us up the bomb!
Captain: Take off every "zig"
Officer: Launch "zig"
Captain: For great justice!

And then the game starts and you fly one of the "zig" (MiiiiiiG's iiiiin Spaaaaace? ) fighters and blow evil stuff up

... I'm only 33% WHAT?!? (beats someone random up with two optical mice tied together as nunchukus )
