 OK - it appears that this is defined in each races "AI_Settings" file.  For example the Abbidon are assigned to group 3.  I think this is intended to make sure each game has a 30% aggresive, 30% neutral, etc. type demeanors or cultures.  This can also be set for nuetrals as well.  They have added a number of additional files to each type of neutral (aggressive, etc.) for politics, anger, etc.
