I think if you re-arrange the lists in the files it will change the defaults, IE, if you want Bull to be the default formation, cut/paste it to the first position in the formations file. For the strategy, I'd just say create a copy of the Optimal Firing Range, then change the original to your default firing strategy.
There might be another way, but my brain is fried and I can't think of it.
