Good question. Send the guys at IW an email with the question. Or perhaps you can upload it to Shrapnel (ask them) and they can get it to IW.
I can host it, but I don't have a publically-accessible ftp server for you to upload it to me. And it might take me a bit of time to figure out how to grant you specific access rights to the domain I'm borrowing. I'll look into it. Comment: your water provinces are too large. You should cut them down to 2/3 or 1/2 their present size, IMO.
