				 Ministers Modding? 
 Not ever having done any mod work, this may be a question of ignorance, so please excuse me if it is.
 A number of mods have been done which produce better choices by the AI.  Is this something that can be transferred over to the Ministers function?
 
 For example, can I somehow give my construction minister the good decision making skills of the Rage?  Or do the modifications of the different races represent a combination of tweaking all the ministers to represent a whole which is greater than it’s parts?
 
 Finally, if this has already done, could someone be kind enough to point me in the right direction to find it?
