Those blanks at the end are for modders to fill in their nations without having to knock one out of the game but they still show up in my crazy games. The messages look funny when the province has no name and it says something like "the pretender of has been eliminated". I probably will do one of my own so I can have some fun with the names of the fodder-fill slots.
