OK, I see the actual problem.

Here is what Op 2 Characteristic 6 looks like:

Race Opt 3 Characteristic 6 Type := Political Savvy
Race Opt 3 Characteristic 6 Amount := 50

Note that it is incorrectly listed as Op 3. So the fix is to change the 3's to 2's. There are actually 8 Characteristics so you don't want to change Op 2 Num Characteristics to 5.
