Look at your Condition 4:
CONDITION 4
TYPE notfriendly
STR0 garthanian
END CONDITION
Change the STR0 to garthan, instead of garthanian.
Everything else looks fine.
Make sure it doesn't conflict with the 'home_gar.ini' file.
