Ghosts can't be turned to stone.
Some undead like ghouls use eye organs. However, zombies aren't alive in any way. A zomnie's eyes aren't alive. Undead like skeletons and zombies are completely animated by magic. They don't use eyes in any way.
I think we need to give blindness tag to a lot of undead as a way to solve this problem. Oh, but currently Medusa Shield kills blind units.
