Thats fine and it makes sense. But I had used all the Amphibs assigned to me and I never received any more. The last was used in about mid 43 and that was it till the game ended in early 45.
FWIW, I believe the last one was a failed mission rather than a success or lost unit. Could it be a bug that if the unit doesnt actually get USED, you dont generate more? Again, I have the save game from earlier if it helps.
