A pile of province connections were just plain wrong. I just fixed all I found:
I added the following connections:
18 <-> 16
17 <-> 14
54 <-> 35
74 <-> 77
105 <-> 96
74 <-> 79
133 <-> 138
and removed the following:
74 <-> 69
