There are para formations available from 1941, and paras with integral aircraft ([A] formations) from 1942. However there is no separate air transports formation whatsoever in that OOB. As you have just discovered !

it needs looking into (probably moving the [A] formation start dates back as well as adding a separate planes-only formation).

For now as suggested, buy some from allies when required. Or edit your OOB and add one for now.
