Important point: Fear does NEVER stop someone from attacking. What it does do is lower enemy morale, so they're more likely to run away when taking morale checks from other sources. (Also, there is a little understood mechanic that a unit with fear forces morale checks on units wich might cause them to break even without other reasons. That's mainly useful when massing many units with fear though, not really a factor when considering fear for a single unit.)

Also, a unit with lower morale will have more difficulty passing their morale roll to attack someone with awe, wich is why fear is often included in discussions about defensive attributes. But in that case it's actually the awe that prevents someone from attacking, the fear only helps by lowering morale.
