The guy who pulled the pin is not entirely blameless but one would ASSUME in "normal" circumstances SOP would be to render inert any munitions brought into a courtroom and that fact would be make known by a tag or colour coding so the question is which supervisior OK'd the transferr of live munitions to a courtroom .....
