Perhaps another way of putting it would be that HE represents ammo that is intented primarily for anti-personnel work: regular bullets for small arms (up to 15 mm in calibre or so), explosive rounds for heavier weapons (20+ mm calibre), fuel for flamethrowers etc. Depending on the weapon, these may have limited armour piercing capacity, as indicated by the HE penetration value.

AP and Sabot represent ammo that is intended to be used against armoured targets, and that in game cannot even by fired against infantry targets.

HEAT ammo represent shaped charges that are intended to be used against armoured targets, but pack enough bang to have an effect on infantry targets - though usually being in limited supply, are better not wasted on them unless you are sure there are no longer armoured targets left to worry about.
