Just a possibility as a game all vehicles are given a a range of 2 for flamethrowers. Reasoning it lets the vehicle fire before it gets assaulted. This makes sense they wee feared its not a nice way to go. I believe it was not uncommon for one to turn up & the people surrender. All it had to do was fire flame in the general direction.
