Did you try changing the PC to use 1920x1080 graphics and then trying windowed/desktop?

that is a resolution the game handles on all PCs, so it should work - if not, it is likely the graphics card. If it's the graphics card then try whatever uitility program it comes with and play with the settings perhaps?
