Sorry for being blunt, but on all accounts, no. None of your ideas cannot be implemented in the form you stated them.

The only alternate I can think of is to sue map commands to give a certain province special modded indy commanders that have #onebattlespells. Then you could a province which has darkness, or storm or some else BF enchantment always casted in a battle (well, at least until the province is conquered and the special commander killed).
