a) No. There are no units in the game which have airshield without casting a spell, so it's not available as a thing to copy.
b) No. But you could give a commander #onebattlespell "Bless", claim in his description that it comes from his armour, and remove his Body slot so that his armour can't be changed.
c) No. Item modding is very limited. But you can fudge a solution like the one I give for Bless above.
