No, you're confusing armor with magic items that give armor.
The armor itself doesn't give the bless effect. The magic
item "Shroud of the Battle Saint" gives the bless effect AND the "Shroud of the Battle Saint" armor.
If you assign the armor "Shroud of the Battle Saint" to a unit, it will not receive the bless effect, but it will have an 8 protection 0 encumbrance body armor named "Shroud of the Battle Saint".
