Of course - LR SAM get to fire on planes as they "arrive" as long range off-map fires. In which case range is irrelevant (whether the map is only 20 by 20 or not).

They usually therefore get the one shot at approaching planes (or missile firers) and nil at on-map fliers (Including helos).

That seems to be the main reason for LR SAM - a long range shot at fixed wing air approaching the battlefield. Though it might get a second shot if the map is very large?.

So - the correct test would be to see if an LR SAM takes a shot under its minimum range after the plane has begun to move across the battlefield. Edge of battlefield appearance is not counted.
