Translastion (please correct me if I'm wrong)

Assume a level 1 weapon..

damage = (5 + (1 - 1) * 2) = 10 (with 0 damage past range 30)

The damage I have almost no trouble with, but I'm not too sure of anything after the 'iif' statement.
