It's a known bug. You can do a work around. For instance I wanted Barbarian Chiefs to have 40 leadership so I just copied stats from the standard barbarian unit and overwrote most of them so that the chief was identical to the original barbarian chief, except with 40 leadership. In your case, you will need to hunt down a guy with 40 leadership and any special abilities that can't be modded. The Black Priest for Ulm comes to mind. Unit number 1973. Just copystats and clearmagic him and add the appropriate paths/stats and presto, you have a High Inquisitor with 40 leadership
