Ability questions...

I have a bunch of questions, I hope they are not too stupid.
1. Can I give any ability to any object?
2. How many abilities can I give to ships/facilites/components?
3. Can I give the claok ability to a facility? How will it affect the planet or will it have no effect?
hm, just 5 seconds ago I had a couple of more questions, perhaps later they come back.
Could you help me?
