Default #shapechange like dragons

Does anybody know how the #shapechange attribute is properly used? I am trying to create a custom dragon from the ground up. Everything else works as expected, but when I add the #shapechange attrib, Doms3 will not load the pretender.

My example:
#shapechange 251

Unit 251 is the Great Sage, which is what one of the other dragons use.

Possibly the problem:
If the Great Sage already has a shape change linked to some other dragon, then you can't give it another.

If this is the case, it may help if you make two brand new units, and then connect them through the #shapechange.

I"ll give it a shot, but I already tried swapping out a few different units to no avail.
