Dispel

Two question about dispel:
1 Cast sequence: There are 5 global enchantment now. I cast dispel and a new global at the same turn. Will I dispel one old global first and then get my new one in? Or does it happen in a random order?

2 The caster is already above S3. Will a magic booster(like Starshine Skullcap) help to increase the success rate of dispel?
