If GIMP or Irfanview can't help you, then no idea what will. Alternatively, it may be a packaged file, if these are packages with multiple files, in which case you need the proper program to open it. I don't know what that is, but Google is your friend here.

What do you mean none of the software you suggest works on your system? If they are referring to linux software you could run cygwin to use it on windows. (Or if you are running linux, you could use wine).

If you are a member of the church of the computing fruit I have no idea.

It's pretty trivial to get windows or linux software to run on macs, there is 3 basic ways.
Either create a separate partition for a second OS through bootcamp, or use wrappers like Cider and wineskin, or run an emulator to create a temporary virtual machine with the desired OS.

Only bootcamp gives you 100% performance, so that's recommended for gaming and such, but the other alternatives should be plenty enough to run the apps needed here.

.XNB is a compressed file full of images.

The best bet is to use something like GameTools Suite to unpack it into many PNB files, make your changes, then recompile it. But its basically a Windows format coming from the MicroSoft XNA Game Studio. So Im not sure if any software exists for working the images on other systems.
