Default Underwater Encumbracne Weirdness

Has anyone elkse noticed that encumbrance values act very oddly underwater?

It seems like there is some sort of special modifier which adds 1 to all encumbrance values underwater. Sea serpents, for example, have a base encumbrance of 4 and no armor. Yet it always displays encumbrance 5 underwater. Sea king has a base enc of 2, yet underwater it always shows as enc 3.

I haven't seen this mentioned before, I only noticed it myself as part of the Unit DB update process. It affects aquatic, amphibian and poor amphibian units without any discrimination, so this must be a property of the sea terrain type affecting the units. Water slowing down or something.

I've been aware of the +1 modifier for ages, but I only noticed some further weirdness about a week ago: a wraith lord(with 0 encumbrance), wielding the Harvest Blade in a cold-1 province(so no temperature modifiers. Besides, he was both cold- and fire-resistant) seemed to gain fatigue while fighting underwater. No life draining or anything of the sort was involved, on either side, and he wasn't wearing the only item in the game that decreases reinvigoration. Unless Zen's Conceptual Balance mod changed this, without denoting it in any of his items' descriptions? Didn't bother to look into it in too much detail at the time. I suppose I could run a few tests, if no one else has any input.

It was probably due to the underwater modifier. The CB series does not even try to change that, and I don't think it can be changed. Just one more undocumented feature of the game.
