Default Does Auto-Tax Factor In Patrolling Units?

When Auto-Tax is calculating what rate to use, is it just saying, "Well, there is 6 Unrest, and you lose 3 Unrest for each 10% under 100%, so I'll just set the rate at 80%", or does it say that, but also add in, "Then again, there are patrolling units, so I can get away with 100% and still not have any unrest in the province, so I'll set it at 100%"?
