In combat the range are calculated from the nearest planet sector when the range penalty modifier is calculated from the top left corner.

For example when firing 5 squares down from the planet the range modifier is -80% but when firing 5 squares up from the planet the penalty is only -50%.

When the game calculates if the ship is in the weapon's range it uses the square of planet which is nearest to the ship. However the range penalty is calculated always from the top left corner square.

I had noticed something similar to this. Basically, a while back, if you had CSM II and a planet has CSM I, you had an easy time glassing the planet -- your ships just stay out of range on strategic combat and pound it without counterattack.

I've noticed now you on tactical you can't target a planet with CSM II, unless you are well within range of CSM I.

I've got a feeling this is more of a feature than a bug, but hey, if it's not in the list of things fixed in a patch, then maybe MM doesn't know about it and would like to fix it.

It's seems obvious that if you have a weapon with better range than the planet's one the planet has no chances. Even if the ship and planet both have CSM I the ship'll win because it can move out of range while planet is stationary.

The bug which I found affects only the range penalty modifier. But I tested only with direct fire weapons so you can be right.

It depends from where you're attacking but you have to be at least 1-2 squares nearer the planet than you should considering the weapon's range.
