Do starbases need supplies to fire their weapons? In the simulator they don't seem to, but I don't really trust the simulator, and I'm not sure why this would be true. Am I missing something here?

No. Bases generate infinite supplies.

Bases should show "Infinite" supplies in the status window.
Some mods will make bases have limited supplies, but for unmodded, they will never run out.

Similiar question. What facilities are needed on a base to allow it to resupply ships?

There are no such abilities available. The only way to allow bases to resupply ships is to set the Bases Can Join Fleets setting in Settings.txt to true. This allows bases to join a fleet, and thus resupply ships. But, it means every base can infinitely resupply any number of ships.

None. You can't resupply ships with a base unless you fleet the base with the ships- and that doesn't require any special components.
It also does't work in standard SE4, since the free refueling was considered too overpowered.

But since bases are immobile it wouldn't be any different from a fleet sitting at just about any location in a galaxy (at full supplies though).
Once the base was removed from the fleet wouldn't the fleet supplies return to the previous level? Or would it be completely resupplied?
Actually, it would be a nice feature if a base could resupply some limited amount of supplies per turn. At a rate significantly faster than a solar panel, but still limited.

Bases have infinite supplies, so ships fleeted with them get completely filled up.
Many people (MM included) did not like the ability to build a cheap base in enemy territory to resupply entire fleets in just 3 turns or so.

They would need some supply storage to fire their weapons, and would only share evenly with other ships. As I recall, the unlimited supply is in the base hull settings in vehicles.txt.
Without engines, it won't suck down it's supplies like a ship. But if it shares supplies often, and gets into combat often, it will need a visit from a supply ship. Probably several, to refill it's supply. Or use solar panels.

The latest P&N v3 for PBW does this sort of thing, but a bit more extreme.
Bases have limited supplies, but a significant supply storage ability.
Resupply depots were also removed, so bases with solar panels become your source of supplies.
In order to keep a big fleet moving, you will need to have a significant investment in support structures. Should slow down attacks a bit, and help defenders recover from a loss, IMO.
