There is component called Neural Net (30 kt), which gives every ship equipped with it best experience bonus your ships has.
Like this:
Ship A, exp. 25%
Ship B, exp. 8%
Ship C, exp. 13%
In combat everyone has 25% experience. This technology can not be researched, but you can find it in ruins. I'm not sure if this is what you are looking for, though.

I want one ship that increases the combat abilities of all the other ships with it irregardless of what components they have. I suppose a modern day comparison would be the AWACS airplane.

Okay, then it is religious war shrine and/or temporal (I don't remember the name of the structure) structure which works similar to war shrine but gives you 30 % bonus to all ships in same system.

No, the Events Predicator and the War/Death shrines are facilities, while he wants a component to put on a ship. The main difference is when it comes to the offensive, bringing a ship being easier than constructing a facility in another system.
Adamant does that, and perhaps other mods as well. A component which gives +15% damage or attack to every ship in a given system... Not bad. http://forum.shrapnelgames.com/images/icons/icon7.gif

I'm wonder if there is any component that you can put on one ship that will give all other ships with it in combat a bonus??

Use the Sector-wide abilities from storms for that.
The cloaking effect is used by devnull monsters, IIRC. The shield effects were tried by someone a long time ago, etc.

Yes, Fyron did what you mentioned Geo for Adamant. But as you said, the ability would then be system-wide.
