The game is using the Pirates and Nomads mod, and classic, non-Gold SE4. The empire is one of the larger ones in the game. It is the Darklight Federation.

I'd love to be in a P&N game, but i have only the Gold Version. It's quite possible that either too few people have non-Gold or that too few people will tolerate non-Gold due to the lack of bug fixes.
