25% That value can be found in the settings.txt file.

SO i can alter that - mmmm interesting ive been fiddlign a lot with the data files of late and have come up with some useful alterations
Ie 10 resource levels (applied resources)
Level 1 40000 pts - Facility with 300 points each
Level 2 - 400 pts
3 = 500 pts
4 = 600 pts
5 = 700 pts
6 = 750 pts
7 = 850 pts
8 = 900 pts
9 = 1000 pts
10 = 1250 pts
This has the effect of slowing the pace of technology development at the beginning of the game and opens up more technology exchanges with allies etc. As i play large maps ie 150 -255 systems this reduces the quick development of research pts as i get bigger and slows the game down longer.

Go into the vehicle file and design a base type with -100 Attack Bonus and Defense Bonus but -150% maintenance. Worthless in combat, but free money every turn.

Or you could use the new resource generation abilities http://forum.shrapnelgames.com/images/icons/icon7.gif

Of course you could. But that takes much more work.
Some of us poor Luddites are just barely able to enter "-150" without accidentally fdisking.
