If I took enemy planet with Research Center III can I to receive technology to build Research Center III or II?

No. Only ships and their components can be analyzed.

Note that MM's own documentation for SE IV claims that you get some sort of 'boost' to your research from capturing a planet with facilities at a tech level higher than your own. Exactly what this effect is we haven't ever been able to figure out. (See the SE IV "Q&A" on Malfador.com, question #89)...

Could it simply be that you get increased production out of a captured level III facility when measured against your own lower level facilities?
